North Royalton Council adopts several ordinances, authorizes wastewater design contract

The North Royalton City Council on Oct. 21 adopted a series of ordinances and routine items in a session that ran about 43 minutes.
Council adopted the Consent Agenda (approval of Oct. 7, 2025 minutes) and then approved the following ordinances by unanimous roll call votes: Ordinance 25-138 (amendment to the zoning code for Research-Office districts); Ordinance 25-151 (amendments and additional appropriations to the FY 2025 budget, adopted under suspension of rules); Ordinance 25-152 (authorizing the Finance Director to pay certain purchase orders exceeding $3,000 upon issuance of a certificate of availability of funds, citing ORC 5705.41(D)); and Ordinance 25-153 (accepting proposals for medical, dental, vision and life insurance coverage for eligible city employees).
The council also suspended rules and adopted Ordinance 25-154 to authorize the mayor and wastewater superintendent to enter into a design-services agreement with AECOM Technical Services, Inc. for improvements to Wastewater Plants A & B for a sum not to exceed $150,000. The finance and contract votes were recorded unanimously (yeas: Marnecheck, Nickell, Barath, Krejci, Gorjanc, Webber, Wos). Ordinance 25-155, the annual appropriations ordinance for 2026, was read and placed on second reading and will return for further consideration.
What this means: The wastewater design authorization allows staff to proceed with design work up to the $150,000 limit; council minutes record that staff will carry out execution and follow-up reporting. The appropriation and payment-authority ordinances adjust how purchases and budgets will be administered for the remainder of 2025.
The meeting also included a public comment period in which residents raised concerns about the ballot language of a proposed charter amendment (Issue 25); the council recessed into executive session to discuss purchase or sale of property and adjourned at 8:46 p.m.
