Committee hears economic development update: sidewalks, York Alpha entry funding, brownfield interest

City Economic Development Director Tom Jordan updated the Building & Building Codes Committee on Oct. 21 on a series of local projects and funding opportunities.
Jordan said Steven Painton Corp. is completing sewer and water connections and closing a right‑of‑way hole on Royalton Road related to the company’s last project stage. Jordan also said he met with ODOT and Team NEO; both organizations have expressed financial support for building an entryway to York Alpha Industrial Park but Team NEO requires the entry be tied to a building or park expansion before committing funds.
On sidewalks, Jordan described three coordinated efforts along State Road: a small grant beginning immediately that will extend sidewalk south of Akins Rd for four houses; a pending application to continue sidewalk to the I‑80 overpass; and a separate grant proposal to extend the trail from the turnpike to the all‑purpose trail. He said the city received a grant award to construct the Lisa Lane–Wallings Rd segment and that the estimated construction cost is approximately a half‑million dollars; ODOT scoping is scheduled before December and the earliest likely bid date is December of next year.
Jordan said the daughters of the former gas‑station owner have taken active control of the site and appear open to working with the city on a Brownfield assessment and potential cleanup grants. He noted assessment funding is limited and that the city previously had a successful Brownfield process on an adjacent site that required multiple assessments and complex title work.
Jordan also reported the Parkview Tavern owners have applied for demolition and that neighboring property owners have discussed a potential W.130th intersection redevelopment. Regarding a separate 140‑acre agricultural parcel up for auction, Jordan said wetlands and agricultural protections make subdivision unlikely; possible outcomes include one large estate or three large lots, and Metroparks has communicated with the owner.
No formal committee action was taken on these updates; staff will continue to work with ODOT, Team NEO and property owners as projects progress.
