North Royalton Finance Committee recommends two appropriations ordinances, advances budget schedule
Summary
The Finance Committee unanimously recommended Ordinances 25-151 and 25-152 to city council and set readings and a possible special meeting for the 2026 permanent appropriations budget. Both committee recommendations were approved 3–0 and will move to full council.
North Royalton Finance Director Jenny Esarey presented two appropriation-related ordinances to the Finance Committee on Oct. 21 and the committee unanimously recommended both to city council.
Chair Paul Marnecheck moved to recommend Ordinance 25-151, which Esarey said covers emergency repairs (including an animal-control vehicle), additional engineering services and overtime payouts in the Fire Department as well as AECOM design and bid costs. The motion was seconded by Linda Barath and the committee voted 3–0 in favor (Barath, Marnecheck, Wos). "There was an in and an out regarding buying parts," Esarey said while summarizing line items; the committee recommended the ordinance to council.
The committee also recommended Ordinance 25-152, the required third-quarter availability-of-funds certification under Ohio Revised Code 5705.41(D) for expenditures exceeding $3,000. Marnecheck moved to recommend Ordinance 25-152; Michael Wos seconded and the committee approved it 3–0.
Esarey framed both recommendations as routine fiscal housekeeping that align expenditures with statutory requirements and operational needs. The committee did not amend either ordinance and forwarded both for council consideration.
Procedural next steps for the larger 2026 budget were also set: Esarey invited council questions to be submitted by Oct. 30 and proposed a special Finance Committee meeting on Nov. 5 for extended discussion and second-reading timing; the committee discussed scheduling the third reading for Nov. 18 with possible passage afterward.
The committee approved the meeting minutes from Sept. 16, 2025, at the start of the session and adjourned at 7:56 p.m.
