Byron council approves 9.0 mill rate, multiple contracts and zoning ordinance readings; holds closed session on real estate

The City of Byron Mayor and Council met Aug. 8, 2022, and approved a series of administrative items, set the FY2022 millage rate at 9.0 mills and held a closed session on real estate that produced a subsequent approval when the council returned to open session.
The council voted to set the millage rate at 9.0 mills for fiscal year 2022. Council Member Michael Chumbley made the motion and Chris Hodges seconded it; the motion passed unanimously. Mayor Michael Chidester said he would have preferred lowering the rate by one-half mill but stated he does not vote on the matter.
Council members unanimously approved routine business and contract matters, including: approving the minutes of the July 11 meeting; granting a variance for Parcel 055D 095 to reduce side setbacks from 40 to 30 feet; approving a Covenant to Annex requested by Esaud Rodriguez for property at 1573 Newell Road to obtain city water; approving Planning & Zoning Commission minutes from July 21; surplusing a 2013 Ford Interceptor sedan; and approving a BMP maintenance agreement with Peach Auto Group, LLC (Precision Collision).
The council also approved moving forward with a traffic study for a proposed roundabout and approved a Resolution authorizing the mayor to execute a Notice of Award to Utility Asset Management, Inc., as presented. Quotes for repair of the Byron Depot and caboose were reviewed; by a 3–1 vote the council awarded the repair contract to JB Walker Homes (those voting for JB Walker Homes: Council Members Chris Hodges, James Richardson and Michael Chumbley; voting for Mossy Creek Renovations, LLC: Rusty Adams).
During citizen time, Tyrone Smith, a Manchester Subdivision resident, raised persistent flooding on Amber Drive. Mayor Chidester and Public Works Director Tiffany Bibb said the city is aware of the flooding and is working to acquire land for a retention pond and pursuing another project to route stormwater away from the affected area.
First readings were held for Ordinance 2022-3, which would amend Chapters 16 and 40 of the Code of Ordinances related to environment, utilities and easements, and Ordinance 2022-4, which would amend Appendix A (Land Development, Zoning Ordinance and Subdivision Regulations) concerning mobile and modular homes and the I-1 district. Both readings were presented for consideration; no final ordinance adoptions were recorded at the meeting.
At 6:21 PM the council moved into a closed session under O.C.G.A. §50-14-2 to discuss real estate matters. The council returned to open session at 6:50 PM and then approved the real estate matter discussed in closed session. The meeting adjourned at 6:53 PM.
