Daniels County treasury staff informed commissioners Dec. 15 of a bank sweep setup error at Independence Bank that briefly overdrafted a warrant/treasury account by $230,000. County staff said the bank transferred $100,000 during the incident and that the remaining difference had been corrected by Friday; bank fees were waived.
Commissioners discussed options for upcoming CDs tied to landfill closure and post‑closure accounts. Staff reported figures for closure and post‑closure funds: $104,831 for the closure account and $305,000 for post‑closure monitoring and obligations. The commission agreed to keep those funds secure and to review offers from local banks and credit unions for competitive rates while heeding staff advice to keep some funds in a CD for long‑term post‑closure needs.
Treasury staff said they were working with bank contacts and expected the sweep sequencing issues to be resolved; commissioners asked for confirmation and for the next financial report to clearly show corrected balances so the overdraft will not cause confusion at month‑end reporting.
Commissioners also discussed procurement thresholds and who is expected to seek commission input on purchases likely to exceed $500, and asked staff to clarify procedures so that departments request approvals before incurring larger expenses.
