Byron council approves rezoning, adopts financial policies and signs multiple agreements

BYRON CITY — The City of Byron Mayor and Council met April 11 and approved a package of land-use, fiscal and contract actions, including a rezoning on West White Road, adoption of new financial policies, and authorization for software and grant-related agreements.
Mayor Michael Chidester opened the meeting at 6 p.m. with Council Members James Richardson, Rusty Adams, Michael Chumbley and Chris Hodges present; Council Member Alan Dorsey was absent. The council unanimously approved minutes from March 14 and March 18.
The council held a public hearing on a rezoning request for parcel 054D 144 A on West White Road, to change zoning from A-1 to R-3. No members of the public spoke for or against the request. Chris Hodges moved to approve the rezoning; Rusty Adams seconded and the motion passed unanimously.
Council also approved a variance for parcel 052A 084 in the Hawk’s Ridge Phase 2 development, reducing the front setback from 25 feet to 20 feet. The motion was made by Michael Chumbley, seconded by Rusty Adams, and carried unanimously.
In administrative actions, the council adopted financial policies proposed by the Carl Vinson Institute of Government. The council additionally authorized the mayor to execute an intergovernmental agreement and bond confirmation related to the TSPLOST FY2022 program with Peach County and Fort Valley, and approved Byron’s FY2023 Warner Robins Area Transportation Study (WRATS) pro rata match of $638.
The council approved a Local Maintenance and Improvement Grant (LMIG) 2022 contract and authorized execution of related documents. It also authorized a Permanent BMP Maintenance Agreement with Jeff Smith Quick Lane Tire & Auto Center Wash & Repair for tax map 054B 008 and approved a land survey for Lashley Street on a 3–1 vote (Chumbley, Hodges and Richardson for; Adams against).
Council authorized the mayor to execute an agreement with DataWorks Plus, LLC to provide GBI Rapid ID device software for the Police Department. The council adopted a Firefighter Recruit Training Reimbursement Agreement for the Byron Fire Department as described in the meeting materials.
After a closed session called under O.C.G.A. 50-14-2 to discuss real estate matters, the council returned to open session and unanimously authorized disposition of land discussed in closed session and empowered the mayor to sign a quit-claim deed. The meeting adjourned at 6:23 p.m.
