Council creates Gracedale oversight committee after heated debate over scope

"The intent of the committee is that we created a department that does not have a coordinating county council committee to provide any kind of oversight," Council member Mr. Holland said, describing the resolution as a response to structural changes that removed Gracedale from the Human Services committee's direct purview.
Supporters said a dedicated committee will give Council more time and space to review Gracedale's operations; opponents argued the measure risks blurring the separation between legislative oversight and executive administration under the Home Rule Charter. The County Executive had earlier argued in his report that creating an "oversight" committee moved beyond information-sharing and into administration.
Council members debated amendments to term language and a motion to table before ultimately approving the resolution by recorded vote. Several members reiterated that standing committees are advisory, but supporters pointed to Council’s subpoena and investigatory powers as evidence of oversight responsibility.
Why it matters: Gracedale is a county-operated long-term care facility whose status and management have generated public and council scrutiny; supporters told the Council that Gracedale faces licensing and operational challenges requiring more concentrated attention.
What passed: The resolution establishes a standing Gracedale oversight committee composed of four Council appointees, to be appointed by the Council president, to meet not less than quarterly and comply with state Sunshine Act requirements.
