On second reading the University Heights City Council approved Ordinance 2025-45, which replaces Ordinance 2019-23 and codifies a property maintenance grant program as chapter 1489 of the city's housing code.
Councilmember Winifred Weizer, who spoke in committee and at the meeting, said the current income cutoff had limited applicants: four people applied under the previous standard and only two met eligibility and neither followed through. She described the program as a $2,500 grant for exterior property repairs and said raising the income eligibility (the discussion noted a 135% threshold) should allow more retired or limited-income homeowners to apply and address exterior violations.
Vice Mayor Michele Weiss moved the ordinance's approval on second reading; Weizer seconded and the motion passed on a unanimous roll-call vote. Mayor Michael Dylan Brennan praised the change as "a step in the right direction" while encouraging council to monitor applicant numbers and consider further adjustments to the threshold if warranted.
