University Heights council approves Starfish IT services contract after three-year RFP

Vice Mayor Michele Weiss announced the city would move forward with a new long-term IT support contract after the Technology Advisory Committee recommended Starfish Computer Corp.
Jian Quan, co-chair of the Technology Advisory Committee, told council the committee publicly advertised and evaluated bids from Bay Pointe Technology and Starfish and, based on in-person presentations and the mayor's recommendation, "the Committee recommends that the City accepts the bid from Starfish." Councilman Brian King moved to authorize the mayor to enter the agreement; the motion, seconded by Barbara Blankfeld, passed unanimously on a roll-call vote of 4-0 (two members absent).
Committee members and council praised the multi-year vetting process and volunteers who participated. King said the cloud-based platform included in Starfish’s proposal will make the city’s systems more resilient and will ease future facility moves.
The contract authorization is intended to replace the city’s existing, more fragmented IT arrangement with a single managed-service agreement. Council did not discuss final contract dollar amounts or start dates during the public portion of the meeting.
The council’s approval follows three years of committee work and a public RFP process that produced materially different bids: a more modular, lower-cost Bay Pointe proposal and a more comprehensive Starfish proposal that the committee found easier to scope and budget. The motion authorizes the mayor to finalize and sign the agreement with Starfish.
