South Lebanon council hears 2027 tax-budget presentation and adopts interim budget resolution

The South Lebanon City Council opened a public hearing July 2 on the fiscal year 2027 interim tax budget, where the director of finance summarized revenue assumptions and timelines and the council subsequently adopted an emergency resolution to submit the tax budget to the Warren County Auditor.
Tina, the citys director of finance, told the council the tax budget is a planning tool focused on revenue estimates the county auditor uses to certify tax rates. She said the citys assessed property value is about $234 million and that city property-tax receipts from the municipal millage equate to roughly $289,000. Tina also reported projected income-tax revenue of about $2.8 million for 2026 and a modest increase budgeted for 2027, and an estimated combined fund balance across city funds of about $17.4 million at the end of 2026 with a projected ending balance near $16.7 million for 2027.
Tina said the tax budget must be filed with the county by July 15 because the councils next meeting is July 16; the council voted to waive the two-reading requirement and adopt Emergency Resolution 2026-17 authorizing submission of the interim tax budget to the Warren County Auditor.
The director noted known grant awards included a $100,000 county paving grant and that other grants were not included in the interim budget unless confirmed. Council members raised no substantive amendments during the hearing, and procedural votes to adopt the emergency resolution were taken by roll call and carried.
