Canton hears update on water and wastewater improvements; planners set Aug. 13 review

Mayor Kristy Ziegler called a Canton City Council public hearing to order at 6:00 p.m. on July 9, 2025, to provide information about the proposed Water and Wastewater System Improvements (the Streets project) and the city’s application for a Community Facilities Loan through USDA Rural Development.
Clerk Anne Koliha read a project summary and an update from consulting firm WHKS. Koliha said WHKS has completed the original topographic survey and has begun designing the street and utility improvements. According to the update read to the council, WHKS confirmed that Fillmore County will reconstruct Main Street (County Road 21) in 2027, and that American Engineering Testing will perform soil borings for the project in July.
WHKS told the council it intends to present preliminary plans at the Aug. 13, 2025 council meeting and plans to host a public information meeting around Oct. 15, 2025; WHKS said the Oct. date is flexible to fit council availability. The firm also provided a proposed project schedule in the meeting packet and said it hopes to streamline some steps so plan review and USDA-RD approvals can proceed in parallel; WHKS plans regular coordination with city staff throughout the project.
During public comment, visitor Carl Ernst asked about a potential start date for construction; the transcript records the question but does not record a staff or consultant response. The council then adjourned the public hearing at 6:05 p.m. following a motion by Council member Jeremy Hanson, seconded by Jen Dowling; the motion carried.
Next steps recorded in the hearing: WHKS is expected to deliver preliminary plans to the council on Aug. 13, 2025 and to schedule a public information meeting around mid-October for additional public input. No construction start date was specified at the hearing.
