Resident complaint prompts council to pursue ordinance enforcement and notice to two properties

At the July 10 meeting the Canton City Council directed staff to develop administrative penalties for ordinance violations and to send follow-up notices to two properties after a resident raised concerns about weeds, parked vehicles and a loose dog.
Mayor Josh Nordsving and the Canton City Council directed follow-up on several property-maintenance concerns after a resident flagged ongoing issues at a neighboring lot.
During public comment Diane Drottz told the council she is frustrated with a neighbor’s unrestrained dog, multiple vehicles parked outside and property conditions including overgrown weeds, and she asked the council to take action. The council discussed mechanisms for enforcement and whether to develop administrative penalties for ordinance violations.
Clerk Anne Koliha said staff can coordinate administrative penalties with the ticket-writing system and raised the question of how unpaid penalties would be handled. Council members asked staff to prepare a framework for penalties and enforcement procedures aligned with existing citation tools.
The council directed the clerk to send another letter to the Pfeffer (Old School) property before considering a citation and to issue a formal notice of violation to the Lord property addressing the number of vehicles, vehicle operability and registration, and the weeds on the property.
No formal new penalty ordinance was adopted at the meeting; the council asked staff to return with proposed language and with clarifications on collection/processing of unpaid penalties.
The matter remains open pending staff follow-up and any subsequent council action.
