Canton staff report USDA loan progress, PFAS testing and street-project planning

At the Oct. 8, 2025 meeting, Canton officials provided a set of routine infrastructure and administrative updates. Mayor Kristy Ziegler relayed a community note about local drinking water and announced the League of Minnesota Cities 'Mayor for a Day' essay contest for fourth- through sixth-graders. Clerk Anne Koliha reported that Mayor Ziegler had signed paperwork to continue processing obligations related to the USDA Community Facility Loan and that staff met with WHKS engineers to review preliminary street-and-utility improvement plans and schedule a public information meeting.
Public Works Director Jon Nordsving said the Minnesota Pollution Control Agency requires PFAS testing of biosolids before land application and that Canton had completed the required testing. Nordsving also provided locate counts for utility-locate requests handled through Gopher One (51 in 2023; 36 in 2024; 253 through September 2025), said he ordered replacement parts for water and sewer systems including a replacement pump at the sewer plant, and reported that a damaged 'bubble' playground piece was removed pending a replacement part.
Why it matters: completion of PFAS testing and progress on the USDA loan and street-project planning affect project timelines and regulatory compliance for the city. The lead service line inventory work is part of a statewide effort to identify and replace lines that could pose drinking-water risks.
Council scheduled a joint meeting with the Mabel-Canton School Board and Mabel City Council for Dec. 3 at 6 p.m. in Mabel-Canton High School Science Room #50; no action items were adopted during the reports portion of the agenda.
