At a Williamsburg 01 board workshop, members voted to remove a scheduled staff update from the executive session and reschedule it for the next regular meeting in open session after several members said the public had not been notified.
The Chair opened the workshop and confirmed a quorum after the Secretary stated members had been notified of the meeting location. A committee member moved to approve the consent agenda; another member seconded the motion.
During discussion, a committee member asked whether the staff update should be held in open session, saying the board packet suggested it belonged in public meeting and raising a concern that including it in closed session without public notice could violate state open-meetings requirements. That member pressed for the item to be removed from executive session and placed on the next regular meeting agenda in open session.
"I make a motion that we remove the staff update to our regular session," said a member, and another member seconded. Members debated whether the public had been notified; voices in favor replied "Aye," and the Chair said, "Motion carried," approving the amendment to the agenda to move the staff update out of executive session.
The board then voted to enter executive session. The Chair cited the legal authority for the closed meeting, stating, "Pursuant to section 30-4-70 of the South Carolina Code of Laws of 1976 as amended, the board wishes to hold an executive session," and the motion to enter executive session was moved, seconded and approved with members again responding in the affirmative.
After a period in executive session, the board returned to open session by motion and voice vote. The Chair said that "all following executive session, any action needed will be taken in the public session." The workshop concluded after a motion to adjourn was moved, seconded and carried.
