Norwich Township trustees approved further design work and budget planning for a new eastern fire station known as Station 83, while asking for clearer fee terms from the architect after the building design grew to include a basement and elevator.
The board signed a contract with architect Rich Pontius earlier in the year and subsequently discussed an amendment when the design changed. Trustees and Pontius agreed verbally to update the fee approach while they finalized site costs; the architect warned that fees could rise because the building’s scope expanded from a single-story plan to include a full basement and freight elevator. Trustees instructed staff to work toward a Planning & Zoning submission and to prepare detailed site and landscape materials for the city review.
The station planning timeline presented to trustees calls for 12–16 weeks to complete construction documents, a bid process in February–March 2002 and construction starting in spring 2002. Pontius and township staff also discussed required zoning items (landscaping, lighting, utility locations and parking dimensions) and next procedural steps for the Hilliard P&Z meeting; trustees were advised to expect additional city requests at the hearing and to be prepared for modifications.
Trustees stressed they want fee details tied to clear site-cost assumptions before approving further payments. The board proceeded with limited contract payments tied to milestones in late 2001 and authorized the architect to coordinate final documents for the December P&Z submission. The next procedural milestone is the township’s planned public open house and the formal P&Z appearance, after which the project team will finalize bidding and procurement schedules.
The Station 83 project remains contingent on final city approvals, site surveys and full survey and geotechnical reporting; the board directed the architect and staff to prepare those materials and to report back on any contract or schedule changes.
