Wayne selects Pike Industries for $153,680 ditching and culvert contract

The Town of Wayne Select Board voted to award a $153,680 contract to Pike Industries for ditching and culvert work on six roads, saying the company's schedule and coordination with an upcoming paving contract offered the best overall value for the town.

Shannon summarized the four bids the town received and recommended awarding to Pike. She said the lowest bid was roughly $10,138 less than the second-lowest and that Pike proposed completing its work in coordination with the contractor scheduled for paving. "Pike Industries provides the best overall value for the town," Shannon said, noting Pike's prior work with the town and its ability to align culvert replacement with the paving timeline. Pike proposed a paving completion by Aug. 31, 2026; GCA Construction submitted a competitive packet with a preferred completion date of July 26, 2026. Another bidder, C.H. Stevenson, submitted the highest bid of $249,190 with a later, November completion, and CCC Construction's package lacked required bid-bond paperwork.

A select board member moved to award the work to Pike Industries and to authorize payment from the road construction reserve fund; a second was given and the motion carried by voice vote, 5-0. The board recorded the contract amount as $153,680 and directed staff to proceed with contract paperwork and scheduling so ditching and culvert replacement could be coordinated with paving.

The award follows discussion of the town's paving schedule and the town's preference for a contractor able to meet a narrow pre-paving window. The board did not authorize any additional appropriations; the contract will be paid from the existing road construction reserve fund.

The select board moved on to other agenda business after the vote; staff will handle final contract execution and scheduling.
