Spring Lake Heights council approves hires, contract award and bond release; introduces cap-bank ordinance

At its Jan. 21 meeting the Spring Lake Heights Borough Council unanimously approved multiple resolutions including two fire department hires, a professional services contract, payment of the January bills list and the release/acceptance of a performance bond; it also introduced Ordinance 2025-01 and scheduled a Feb. 18 public hearing.
The Spring Lake Heights Borough Council approved a slate of routine and personnel measures at its Jan. 21 meeting, including two fire department hires, a professional services contract and a performance bond exchange, and introduced an ordinance to establish a municipal “cap bank.”
Council members voted unanimously (Councilman Leonard Capristo was absent) to adopt resolutions R2025-45 through R2025-48. Resolution R2025-45 authorized hiring Michael Hines as Fire Official and Thomas Kelly as Fire Inspector. Resolution R2025-46 awarded a professional contract to the law firm Collins, Vella & Casello LLC. Resolution R2025-47 approved payment of the itemized January 17, 2025 bills list. Resolution R2025-48 authorized the release of an existing performance bond and acceptance of a new performance bond by the current owner (the resolution text was moved and approved by the five members present).
The council also approved the consent agenda (Resolutions R2025-41 through R2025-44), which included authorizing use of the Bicentennial Park tennis courts on designated dates, approving an outdoor music permit for The Mill–Lakeside Manor for February and March, and two adjustments to designated water–sewer utility accounts.
On the legislative side, the council introduced Ordinance 2025-01, which would permit the borough to exceed the municipal appropriation limits and establish a cap bank; the ordinance was introduced by motion and passed for introduction, with a public hearing set for Feb. 18, 2025.
All recorded votes in the regular session showed the five members present voting in the affirmative (Council President William Graetz; Councilmen John Casagrande and Christopher Willms; Councilwomen Michele Degnan-Spang and Sara King); Councilman Leonard Capristo was recorded absent for the meeting.
The meeting adjourned at 7:45 p.m.
