Spring Lake Heights introduces ordinances to implement affordable-housing settlement; public hearings set for Sept. 16

Attorney Andrew Bayer reviewed the borough's affordable-housing settlement and introduced a package of ordinances at the Aug. 19 Spring Lake Heights Borough Council meeting that the borough says will implement its fair share obligations.
The council introduced Ordinance No. 2024-11 to create an AH-3 affordable housing zoning district and Ordinance No. 2024-15 to create an AH-4 affordable housing zoning district. Council members also introduced Ordinance No. 2024-12, which amends Article VI, Section 606 of the zoning code; Ordinance No. 2024-13, establishing borough development fees; and Ordinance No. 2024-14, which eliminates and replaces specified sections of Chapter 22.
Attorney Andrew Bayer identified a typographical error in Ordinance 2024-11’s legal description and said it should reference Block 46.01 Lots 2, 3, and 4 rather than the text shown in the draft. The council introduced each ordinance by motion; votes on introductions were recorded as Ayes from Councilmen Leonard Capristo, John Casagrande, Christopher Willms and Councilwomen Michele Degnan-Spang and Sara King, with Councilman William Graetz absent. The council set public hearings on all five ordinances for Sept. 16, 2024.
Why it matters: the ordinances modify zoning and fees that affect where and how affordable units may be sited in the borough. Council members thanked the professionals who assisted with the borough's fair housing work and signaled a coordinated compliance effort that will be considered at the Sept. 16 hearings.
