Board discusses handbook changes for repeat HIB incidents; no vote taken

Board member Yacoub Yaghnam raised concerns about repeat harassment, intimidation and bullying (HIB) incidents and proposed adding handbook language to bar repeat offenders from participating in activities and to include a corrective action plan. Mrs. Mattia Scharfstein suggested the matter be addressed at the policy level so that handbook language can follow any policy changes.
Superintendent Steven Hagemann said the district will start a Culture and Climate survey in January; he said the survey results will inform policy and handbook revisions. Several board members urged care in drafting language: Mrs. Jennifer Herold suggested differentiating by grade level (elementary vs. middle school) and Mr. Thomas Valle cautioned against overly prescriptive handbook language that would remove necessary administrative discretion for individual cases.
No motion or formal vote was taken on the topic during the meeting. The board indicated next steps would include policy‑level discussion informed by the Culture and Climate survey and further consideration at a future meeting.
