Saratoga Civil Service Commission approves multiple provisional hires and probation completions

The Municipal Civil Service Commission of Saratoga Springs on Dec. 22 approved a sequence of routine personnel actions, including provisional appointments, leaves of absence and multiple completed probationary periods.
Carissa Salvo, staff coordinator, presented the items and noted several employees met the minimum probationary requirements. The commission approved a completed probationary period for an assistant city clerk appointed from the eligible list in March 2025. Commissioner Jeff Altamari moved to approve the clerk's completed probation and Chairperson Tim Holmes seconded; both commissioners voted in favor.
The panel approved a provisional appointment for one electrician in the Department of Public Works after a motion by Altamari and a second by Holmes. The commission also granted two DPW leaves of absence—a laborer and a maintenance mechanic—and approved a completed probationary period for a network administrator appointed in April 2025 (Salvo noted minimum and maximum probation thresholds of eight weeks and 52 weeks, respectively).
At the Housing Authority, commissioners approved a new part-time laborer and a provisional appointment for an accountant identified on the record as Joanne, who Salvo said “starts today” and will be filling the role left partly by Cindy Gogler’s retirement and temporary consultant status. The commission approved a brief military leave of absence for a police officer with documentation dated Oct. 31–Nov. 2, 2025.
School-related actions included the reinstatement of one clerk, a temporary food service helper for the September–June term at Dorothy Nolen, two teacher-aide noncompetitive appointments (effective Nov. and Dec. 2025), and the addition and approval of two food service helper labor-class appointments and three school monitor labor-class appointments. Commissioner Altamari made an omnibus motion to approve numerous completed probationary periods across school roles (including clerks, custodians, food-service workers, motor vehicle operators, groundskeeper, keyboard specialist, bus assistants and drivers, and school monitors); the commission approved the omnibus motion by aye votes.
Salvo emphasized the commission's preference for employees completing probationary periods and becoming permanent: “We like our employees becoming permanent and earning those protections that they earn as they become permanent,” she said.
Votes at a glance: The motions reported at the meeting were moved and seconded by the two sitting commissioners (Jeff Altamari and Tim Holmes) and carried by recorded ayes; Commissioner Sangrando was absent.
What happens next: Staff will file appointment and probation paperwork with civil service records and follow up on any outstanding documentation related to job-spec updates and salary reallocation that were tabled for later review.
