Stanhope Board renews Superintendent Hagemann’s contract and approves personnel package

The Stanhope Board of Education voted unanimously Nov. 13 to approve a five-year contract for Superintendent Steven Hagemann, retroactive to July 1, 2024, through June 30, 2029, following a public hearing on the renewal. The motion was made by Yacoub Yaghnam and seconded by Jennifer Herold and passed in the personnel roll call (Yes: 7; No: 0; Abstain: 0).
The contract renewal was reviewed by the Sussex Executive County Superintendent, according to the agenda. Superintendent Steven Hagemann said during the meeting that "it is a pleasure to work for the district." The board also approved a suite of personnel actions as part of the same motion.
Among the personnel items, the board retroactively approved the appointment of Joel Berkowicz as a substitute custodian effective Oct. 22, 2024, at an hourly rate of $15.13. It approved increasing hours for Classroom Paraprofessional Viktoriia Zolotorova to a maximum of 29.6 hours per week (0.74 FTE) for the 2024–25 school year.
The board approved a CPI-based hourly adjustment for certain substitute categories, calling for an additional $0.36 per hour (to account for the Consumer Price Index), not to exceed $15.49 per hour, effective Jan. 1, 2025, in accordance with the New Jersey Department of Labor and Workforce Development guidance listed on the agenda. The categories named in the agenda were substitute teachers/aides (daily rate listed as $109.67), substitute custodians, and substitute secretaries.
The board also approved appointments to the High Impact Tutoring program (Grades 3 and 4) funded through the New Jersey Learning Accelerated Program. The approved tutors, each receiving a $750 stipend for a 15-week, 1 hour-per-week assignment from Jan. 6, 2025 through Apr. 30, 2025, are Lisa Benedetto (Grade 4 Math), Celeste Mayhood (Grade 4 ELA), Karen Henry (Grade 3 Math) and Dee Hergert (Grade 3 ELA).
The agenda listed two substitute teacher appointments (Paul Capone and Lauren Barbato) to be approved pending criminal-history clearance and compliance with P.L.2028, c.5; the board recorded approval in the personnel roll call. The personnel motion that included the contract and these hires was made by Yaghnam and seconded by Herold.
What’s next: The contract term runs through June 30, 2029; the board’s personnel approvals will be implemented by the district administration and are reflected in the meeting minutes.
