Spring Lake Heights council approves 2025 slate of contracts and appointments; tables Monmouth County EMS agreement

At its Jan. 6, 2025 meeting the Spring Lake Heights Borough Council approved a series of professional services contracts and administrative appointments for the calendar year.
Among the actions recorded were the appointment of Michael L. Collins, Esq. of King, Moench & Collins as borough attorney (R2025-05), award of audit services to M.I. Suplee Clooney & Company (R2025-06), appointment of Phoenix Advisors as financial advisor (R2025-10), and retention of Archer & Greiner, P.C. as bond counsel (R2025-11). The council also approved planner Jennifer Beahm (Leon S. Avakian, Inc.), COAH/fair housing counsel (Pashman Stein Walder Hayden, PC), and several PM Consultants engagements for financial reporting, administration and QPA services (R2025-12 through R2025-16). Engineering and special-project appointments were approved under R2025-17 through R2025-19.
The consent agenda (R2025-20 through R2025-37) was approved in a single motion and includes, among other items, Board of Health appointments, designation of official newspapers and meeting schedules, adoption of a temporary budget, and authorizations for community center use. Borough Clerk Janine Gillis announced the Board of Health is short on membership and invited interested residents to apply.
Councilman John Casagrande recorded an abstention on R2025-05 (borough attorney appointment); otherwise the listed contract and appointment resolutions carried by recorded vote of the members present. Council also approved resolution R2025-39 to pay the December 30, 2024 bills list.
Council members tabled R2025-38, a proposed Shared Service Agreement with Monmouth County for EMS services, citing wording in the agreement that needs clarification; the item is expected to be returned to a future agenda after revision.
