Spring Lake Heights adopts package of zoning and administrative ordinances, approves consent agenda

At its Dec. 16 meeting the borough council unanimously adopted ordinances updating zoning articles, the revised zoning map, off-street parking rules and fees (Ords. 2024-16 through 2024-23), approved routine consent items including a food-handling waiver and ABC social affair permit, and passed budget transfer and bills-list resolutions.
The Spring Lake Heights Borough Council on Dec. 16 opened public hearings on a series of zoning and administrative ordinances, received no public comment on those items and adopted Ordinances 2024-16 through 2024-23 in unanimous votes.
The adopted ordinances amend Chapter 22 (zoning) definitions, zoning regulations, certificates and permits, fees, mixed-use area designations and the schedule of permitted uses; they also adopt a revised borough zoning map and an amendment to off-street parking rules. Council members noted the land use ordinance revisions had been a substantial effort and Mayor Campion thanked Councilwoman Sara King and others for their work on the changes.
During the meeting the council approved the consent agenda (Resolutions R2024-183 through R2024-188) covering items that included waiving a food-handling permit for Kindness Café, approving an ABC social affair permit for Independent Fire Co. No. 1, and authorizing several tax refunds and membership approvals. The council also approved Transfer Resolution R2024-189 and bills-list payments via R2024-190 and R2024-191.
Public comment elsewhere on the agenda raised traffic and parking concerns on Route 71 and Jersey Avenue and questions about a proposed Dunkin' drive-thru application before the Land Use Board; council and staff said parking regulation updates (Ord. 2024-21) and enforcement options are among the tools to address those concerns.
Votes on the adopted ordinances and consent items were recorded as unanimous where noted in the minutes; absent members were recorded when applicable (Councilman Leonard Capristo was absent). The council adjourned at 8:30 p.m.; a reorganization meeting is scheduled for Jan. 6, 2025 at 7:00 p.m.
