Spring Lake Heights council approves consent agenda, appropriates ARP and open-space grant funds

The Spring Lake Heights Borough Council on Oct. 7 approved its consent agenda and several resolutions, including budget amendments to appropriate a $30,000 American Rescue Plan firefighter grant and $100,000 in Monmouth County open-space funding, and authorized payment of the Oct. 2, 2024 bills list.
On procedural motions the council approved the meeting agenda (motion by Councilman John Casagrande; second by Councilwoman Sara King) and approved the Sept. 16, 2024 minutes (motion by Councilwoman Michele Degnan-Spang; second by Councilwoman King) with one recorded abstention by Councilman Casagrande on the minutes vote.
The consent agenda (Resolutions R2024-159 through R2024-164) was moved by Councilwoman Degnan-Spang and seconded by Councilman Casagrande and passed 4-0 (Councilmen William Graetz and Christopher Willms were absent). Items included: issuance of an Alcoholic Beverage Control social-affair permit for Second Chance NJ (R2024-159); two budget amendments to appropriate $30,000 (R2024-160, ARP firefighter grant) and $100,000 (R2024-161, Monmouth County Open Space Grant); authorization to refund duplicate property-tax payments (R2024-162); adoption of the 2024 salary and wage resolution (R2024-163); and authorization to retain Russell Finestein, Esquire for professional services (R2024-164).
Later the council approved Resolution R2024-165, authorizing payment of claims on the Oct. 2 bills list, on a motion by Councilman John Casagrande and a second by Councilwoman Degnan-Spang; the vote was 4-0 with two members absent. With no further business, the meeting adjourned at 8:00 p.m.
