Stanhope Board approves contracts, special-education placement, maintenance plan and bill lists

At its Oct. 16 meeting the Stanhope Board of Education approved multiple administrative and business-service items including three bill lists totaling roughly $1.2 million, a retroactive special-education placement with Byram Township at a prorated tuition of $24,116.40 plus related services, a $1,600 fire-alarm service contract, and adoption of the Comprehensive Maintenance Plan and M-1 for DOE submission.
The Stanhope Board of Education approved a slate of administrative and business-service items on Oct. 16, including multiple bill lists and contracts, a retroactive special-education placement with Byram Township and the district’s Comprehensive Maintenance Plan.
Business Services Committee Chair Gil Moscatello presented the motion, which the board approved on a roll call vote. The approved financial items included a Fund 30 bill list of $457,793.60, a bill list for Sept. 19–30 of $237,431.47 and a bill list for Oct. 1–16 of $531,891.38. The board also delegated authority to the Business Administrator/Board Secretary to manage district business operations between meetings.
The board retroactively approved a special-education contract with the Byram Township Board of Education for student #1107141923 to attend an emotional regulation impairment program effective Oct. 1, 2024. The contract sets a prorated tuition of $24,116.40 plus related services (prorated shared aide $8,586.49 and prorated counseling $988.20) ‘‘as required by the IEP’’ and notes tuition is subject to state audit. The board approved a Pro-Tec Systems fire alarm service contract for the Valley Road facility at $1,600 and accepted a $2,500 Safety Incentive Program credit toward the district’s liability insurance assessment.
Board members also approved submission of the district’s Comprehensive Maintenance Plan and Form M-1 to the New Jersey Department of Education, a resolution the board said is required by the Department and documents required maintenance activities and planned work to keep facilities safe and in original condition. Gil Moscatello said HVAC work is expected to complete shortly and listed upcoming projects including a science room renovation, classroom door/security hardware upgrades, and underground oil tank environmental testing and sidewalk/blacktop repairs.
Personnel actions approved included the placement of a Montclair University school counselor intern, Lauren Barbato, beginning Jan. 17, 2025 (up to 12 hours per week under the supervision of school guidance counselor Assunta Coppola), and appointment of Paul Habicht as Assistant Boys Basketball Coach at a stipend of $1,100 pending required criminal-history clearance.
The motions were presented and seconded as noted in the minutes; roll-call tallies recorded unanimous votes on the business-services package and the personnel and education items referenced, with one abstention by Board President Mattia Scharfstein limited to Administrative Action Item #1 (the Anti-Bullying report) noted on the administrative roll call.
