Stanhope appoints Joseph Johnson as police chief; DiLauri promoted to sergeant

At the same meeting, the council adopted Resolution 071-26 promoting Officer David DiLauri to Sergeant, effective March 24, 2026, subject to Civil Service Commission approval; the vote pattern mirrored the other personnel actions. Borough Attorney Leo administered DiLauri’s oath of office during the same ceremony.
Following the swearing-in, Chief Johnson addressed those in attendance and thanked former Police Chief Steve Pittigher, who served 24 years as chief and 37 years with the department. Johnson said, "These are big shoes to fill," and expressed appreciation for guidance and support. He recognized Patrol Officer Popelka and Patrol Officer Anderson for their roles in responding to a fire at the OSCAR Pet Shelter in Byram, saying the officers were responsible for saving 43 dogs. Johnson also thanked municipal staff, crossing guards, the department’s records clerk and his family for their support as he assumes the post.
Mayor Wronko called a brief recess so family and friends could offer congratulations before the council resumed its agenda.
