Council splits on participatory budgeting as budget shortfall sharpens votes

Council debate over participatory budgeting (PB) and the immediate release of voter-approved PB funds produced a series of split votes after public comment both for and against the program.

Sarah Craig, executive director of Café Lina, urged the council to release $12,500 for the Folk Club Kids concert series and other voter-approved PB items, saying the program supports early-childhood enrichment and community-building among families.

David Buchen (Upstate Conservative Coalition) opposed PB in public comment, arguing that established institutions with larger budgets (schools, libraries) should pay for some projects and that the process is driven by advocacy messaging rather than measurable civic benefit.

Council members debated PB in the context of a projected operating deficit: one commissioner cited a $3,000,000 operating shortfall this year and a projected $2,000,000 deficit next year, arguing for caution when releasing discretionary funds. Other council members noted a growing fund balance and defended PB as a civic engagement tool that yields low-dollar, high-impact projects.

The council proceeded to consider PB projects individually. Multiple motions to release PB funding for specific projects (Division Street Elementary paint night; Division Street kiln; Cafe Lina Folk Club Kids; Pitney Meadows exploration garden) produced mixed results: some motions failed due to split votes or abstentions while the finance commissioner recommended approving only the top-ranked projects. The council approved a smaller set of PB disbursements consistent with available budget authority and directed staff to account for PB funds in the upcoming agenda and budget process.

What happens next: the council signaled it will reconcile PB funding decisions with the broader budget process and consider fund-balance and revenue adjustments before fully releasing additional PB allocations.
