Board rejects all bids for Edward V. Walton courtyard, authorizes contractor negotiations

The Springfield Board of Education on Jan. 27 rejected all bids for the Edward V. Walton Early Childhood Center courtyard improvements after bidders’ base bids exceeded the district’s budget, and authorized district officials to negotiate with contractors under state procurement statutes.
The board reviewed a re-bid conducted Jan. 23 that produced seven bids ranging from $800,000 to $1,812,963. The lowest bidder listed was Zenith Construction Services, Inc. at $800,000; other bids included Drill Construction Co., Inc. ($876,000), ZN Construction LLC ($1,165,000) and several higher offers. Because every bid exceeded the board’s budget, the board resolved to reject all bids in accordance with N.J.S.A. 18A:18A-22 and to authorize negotiated contracting steps permitted by N.J.S.A. 18A:18A-5.
Mrs. Silva introduced the recommendation to reject the bids and to authorize negotiations. The motion passed by roll call; seven members voted yes and two were absent. The board noted that rejection permits either negotiation or re-bid under state procurement rules and that next steps will depend on the outcome of negotiations or any further procurement action.
The board did not award the project at the meeting; contractors may be approached for negotiation or the project may be re-bid if negotiations do not yield an acceptable price.
