Springfield board accepts 2023–24 audit, approves $9.29 million in bills and payments

The Springfield Board of Education on Jan. 27 accepted the 2023–24 Annual Comprehensive Financial Report (ACFR) and the auditor's management report presented by Robert A. Hulsart of Robert A. Hulsart and Company and approved a bills list and payments totaling $9,289,049.67.
Robert A. Hulsart presented the ACFR and the auditor's findings to the board. On a subsequent motion, the board accepted the report and the Auditor's Management Report. The board also approved a bills list that included check numbers and wire transfers, and certified budget transfers for the 2024–25 school year, some of which are pending county approval.
The board approved certificates of payment for ongoing district projects, including Payment #4 to Manor II Electric, Inc. for $55,178.85 and Payment #2 to H & S Construction & Mechanical for $1,103,480.00 for district HVAC upgrades. The board also approved revised terms in an architectural services contract under the ROD grant for Florence Gaudineer Middle School HVAC upgrades (not to exceed $61,570) and Jonathan Dayton High School partial roof replacement (not to exceed $65,100), with capital-reserve funds to be used in accordance with N.J.A.C. 6A:23-2.13.
The motions passed with seven affirmative votes; Board members Jerry Fernandez and Meredith Murphy were recorded absent.
The board said the approved reports and payments will be reflected in district financial records and that some transfers remain subject to county review. The board's next regular meeting is Feb. 24, 2025.
