The board noted that previous bids received on May 9, 2024 and Jan. 23, 2025 exceeded the project's budget and were formally rejected under N.J.S.A. 18A:18A-22. The board then authorized staff to negotiate under N.J.S.A. 18A:18A-5(c) and received a compliant bid from Drill Construction on Feb. 18, 2025. The motion to award the project passed by roll call; the board recorded the award and affirmed the project will be bond-funded.
The finance committee packet included the formal bid tabulation and a recommendation from district administration that the bid be accepted as the lowest responsible offer consistent with New Jersey public contracting law.
