Board approves routine procurement: staffing, security, janitorial and retirement-plan adoption changes

Lancaster County commissioners approved a bundle of routine procurement and administrative items on Tuesday, including temporary healthcare staffing, vendor contracts, and an update to the county retirement plan form.
The board authorized a $17,000 payment from the Inmate Benefit Fund to Good News Jail and Prison Ministries (Fairfax, Virginia) for chaplaincy services at county correctional facilities. Commissioners then approved an agreement with Emergis Healthcare Staffing to provide temporary healthcare staffing coverage for the county's Mental Health Crisis Center at rates between $45 and $280 per hour.
Other procurement approvals included a Kidwell Electric contract for maintenance, repair, and security/surveillance installation not to exceed $250,000; a memorandum of understanding with Capital Sanitary Supply for janitorial and sanitation supplies not to exceed $360,000; and an MOU with J&A Traffic Products for square steel signpost system hardware estimated at $50,000. Pam Dingman described the square signpost system as more wind-resistant and part of an incremental rollout for county signage.
Separately, the board approved an updated adoption agreement to move the county's 401(a) retirement plan to an Empower-supported form. Staff requested and the board approved a clerical correction on the form (check paragraph 2B instead of 2C) before final adoption.
All motions carried on roll call. The approvals are routine procurement and administrative steps the county uses to maintain services and operations.
