The Stockton Borough Council on Jan. 22 adopted Resolution 2025-29 to accept and adopt the Department of Community Affairs' Fourth Round fair-share affordable housing obligations for the borough.
Councilperson Peter Folz moved to adopt the resolution, seconded by Councilperson Hunt; the motion passed on a 5–0 roll-call vote. The DCA report sets Stockton's Fourth Round obligation as Present Need: 0 and Prospective Need: 20.
The resolution notes the legal framework for municipal affordable-housing obligations, citing the New Jersey Supreme Court's Mount Laurel decisions and P.L. 2024, c.2. It authorizes the municipal clerk and attorney to file a declaratory judgment complaint and a copy of the resolution with the Department of Community Affairs within 48 hours of adoption, consistent with Administrative Directive #14-24. The council also authorized municipal professionals to draft the Housing Element and Fair Share Plan, an Affordable Housing Trust Spending Plan and related ordinances and resolutions to effectuate compliance.
Borough Attorney Lisa Maddox and municipal planners will take the next steps required under state law; the resolution takes effect immediately.
