Stockton council approves budget transfers, emergency‑generator contract and extends shared police services

Budget transfers. Council adopted Resolution 24‑88 authorizing transfers between current‑year appropriations under N.J.S.A. 40A:4‑58 to cover shortfalls in several line items; motion carried unanimously.
Generator contract. By Resolution 24‑89 the council awarded a contract to Foley, Inc. under a state cooperative purchasing system (ESCNJ) for the procurement and installation of a new emergency generator for the borough’s sewer system, not to exceed $137,430. Mayor and councilors thanked public works and staff; the Chief Financial Officer certified funds were available. Motion passed on a unanimous roll call.
Shared police services. Resolution 24‑90 extends the existing shared police services agreement with the Township of Delaware for supplementary traffic enforcement from Jan. 1, 2025 through Dec. 31, 2025 under the same terms. The extension passed unanimously.
Emergency Operations Plan and bills. Council approved the borough Emergency Operations Plan (EOP) (motion Hunt/Folz; roll call 6–0) and authorized payment of municipal obligations totaling $109,138.01 by Resolution 2024‑87. All measures were approved without recorded dissent.
What this means. The generator purchase addresses sewer‑system emergency redundancy; the shared‑services extension preserves supplementary traffic enforcement for another year; the EOP approval finalizes an updated confidential emergency plan pending any county adjustments. The council recorded no votes against these measures.
