Stockton council certifies 2023 audit, approves bill payments and majority of finance resolutions

Stockton Borough Council certified its 2023 audit, approved several routine finance resolutions and authorized payment of municipal bills at its Aug. 19 meeting.
CFO Diane McDaniel presented the 2023 Annual Report of Audit. After discussion, the council approved Resolution 2024-73 certifying that members had reviewed the audit and the sections required by the Local Finance Board (motion by Michael Mann, seconded by Thomas Hunt; roll call Ayes: 6, Nays: 0).
The council adopted Resolution 24-72 to establish a dedication by rider for revenue from Uniform Fire Code violation penalties to be used for firefighter training and/or equipment, subject to Director approval. A later finance measure (Resolution 24-74) failed on roll call (recorded as Ayes: 2, Nays: 4); the transcript lists Councilpersons Brown, Fisher, Folz and Hunt among the dissenting votes. The council approved payment of municipal obligations under Resolution 24-76, authorizing $231,657.29 in payments.
The meeting entered an executive session to discuss contractual solid-waste matters and a fire inspection report; after the closed session the minutes record that no action was taken publicly on those topics. The council noted the next regular meeting is Sept. 16 at Prallsville Mill.
