Stockton council introduces ordinance to fund water and sewer upgrades, cites $140,000 appropriation

Stockton Borough Council on Oct. 21 introduced Ordinance No. 2024-11 to authorize up to $140,000 for upgrades to the borough’s water and sewer utility, including procurement and installation of a new emergency sewer generator. The ordinance was introduced on first reading with a unanimous roll-call vote of the members present.
The ordinance text says the borough may spend no more than $140,000 for the work and amends a prior appropriation to enable the purchase. It directs $40,000 of the appropriation to come from American Rescue Plan funds awarded through a Hunterdon County infrastructure grant and appropriates $46,409 from the Capital Improvement Fund; remaining amounts come from the borough’s capital accounts. A public hearing and adoption are scheduled for Nov. 18, 2024.
Councilmember William Brown described the generator need and said the existing generator will remain onsite as a backup. Brown reported an overall cost of about $130,000 for the generator project, with $40,000 expected from the ARPA/Hunterdon County grant and another $40,000 from Hunterdon County assistance. He said contractor coordination has been led by Bob Ent, who has worked closely on the system with the contractor.
In explaining the ordinance, the minutes state that Section 5 appropriates $40,000 from ARPA funds received through the Hunterdon County Infrastructure grant and Section 6 appropriates $46,409 from the Capital Improvement Fund to cover the balance of the authorized amount. The ordinance also amends a prior ordinance appropriation of $53,590.32 to enable the work.
The council approved introduction on first reading (motion by Hunt, seconded by Mann) and recorded ayes from Brown, Fisher, Hunt and Mann. The public hearing for final adoption is set for the council’s Nov. 18 meeting.
The ordinance and related capital-budget amendments indicate the borough intends to proceed with purchasing and installing the generator; the minutes do not record an executed purchase contract or vendor selection at the Oct. 21 meeting.
