Merrimac Planning Board approves ANR and Church Street conversion, hears project updates and approves warrants

The Merrimac Planning Board on Aug. 20 approved a brief slate of routine and procedural items, including an ANR to reconfigure parcels on East Main Street and a site plan to convert upper floors at 8–10 Church Street to residential use.
Member Bill McGowan moved to approve the ANR plan for 92, 94 and 96 East Main Street; the motion was seconded by Thomas Abisalih and carried 4‑0. Later in the meeting, the board approved the site plan for 8–10 Church Street to allow conversion of upper‑floor space into residential units; that motion, made by Thomas Abisalih and seconded by Bill McGowan, passed 5‑0.
DPW Director Bob Sinibaldi reported a delay in delivery of granite curbing for the Abbey Road project; no new updates were given for work at 51 East Main Street. Under warrants and financial business, the board approved a $1,170 warrant to Horsley Witten for a second peer review and hearing attendance related to the East Main ANR and a $548.80 warrant to North of Boston for legal advertising related to 8 Church Street. Both warrants were approved on motions by Member Bill McGowan, seconded by Thomas Abisalih, recorded 3‑0.
Quorum issues were noted early: the board said it did not have quorum to approve minutes for May 21, 2024; the board instead approved minutes from July 16, 2024 on a 3‑0 vote. With no other business, the board confirmed its next meeting for Sept. 17, 2024 and adjourned at 8:43 PM.
What this means: The approvals move the ANR and Church Street conversion forward in the local review process; applicants remain subject to any remaining permits or conditions the board sets in subsequent actions.
