Applicant proposes six new apartments at 8 Church Street; asks board to waive one required parking space

Applicant Tes Mercedat presented a plan July 16 to convert the upper floors of 8 Church Street from two existing residential units to eight total residential units by adding six new units, while keeping the first-floor commercial space occupied by a video game store and an office.
Chair David Cressman asked how the development would meet the town’s parking requirement; the minutes record that 26 spaces are required but the applicant can only provide 25, prompting a formal request for a waiver of one required parking space. Town Planner Denise McClure said the applicant had calculated the mixed-use percentages and the property meets the town’s mixed-use requirement. Jerome, Conservation Commissioner, added that because the proposal does not interfere with wetlands and does not add impervious surface the board could find grounds to grant the waiver.
The board opened the public hearing, took questions from board members and a public commenter (Alternate Sandra Venner asked whether the project meets the 30% commercial requirement for mixed use), and then continued the matter to the board’s next meeting on Aug. 20, 2024. A warrant to pay $289.45 for certified mail to abutters of 8 Church Street was approved by the board.
No final decision on the 8 Church Street site plan or parking waiver was recorded at the meeting; the application will return to the Planning Board for further consideration on Aug. 20.
