The Merrimac Planning Board voted July 16 to approve a site plan permit, a special permit and the accompanying stormwater management plan for properties at 92, 94 and 96 East Main Street.
The decision adopted an addition requested by Alternate Sandra Venner that inserts language about illicit discharge into page 6, Section 10 of the Horsley Witten peer-review comments. The board opened a public hearing, solicited comments and received none before closing the hearing and moving to votes.
According to the minutes, Chair David Cressman moved to approve the applicants' site plan permit with Member Thomas Abisalih seconding; the minutes record the tally for that motion as "all in favor 6-0." The minutes later record the special permit and stormwater plan approvals as "all in favor 4-0." The attendance list at the start of the meeting records four members present; the minutes do not reconcile the differing vote tallies.
The board accepted the Horsley Witten peer-review input (recorded in the minutes as peer-review comments) and added the illicit-discharge language before finalizing approvals. No public testimony was recorded at the hearing.
The board also approved a warrant to pay Horsley Witten Group $1,267.50 for the peer review. The board confirmed the next Planning Board meeting is scheduled for Aug. 20, 2024.
