Stillwater Board approves travel, contracts, grants and routine business; tables preschool admissions policy

At its Aug. 18 meeting the Stillwater Township Board of Education approved travel to the NJSBA workshop, shared-service teacher contracts, the emergency virtual instruction plan and several finance items including a $33,519 SRSA REAP grant; the board tabled Policy 5111.1 (Preschool Admissions) for further refinement.
The Stillwater Township Board of Education met Aug. 18, 2025, in the Stillwater School library and approved routine business, a series of personnel and finance motions, and several shared-service contracts while tabling a proposed preschool admissions policy for further work. The meeting was called to order by Board President Krista Galante at 7:00 p.m.
The board authorized attendance and travel expenditures for listed members and administrators to the New Jersey School Boards Association workshop Oct. 20–23, 2025, citing compliance with N.J.S.A. 18A:11-12 and state and federal travel guidance. The resolution specified a mileage reimbursement of $0.47 per mile and per-diem/meal and lodging maxima consistent with OMB/GSA guidance.
On personnel matters the board accepted the resignation of preschool paraprofessional Rebecca Pavlick, approved professional days and established bus-aide appointments (stipend $3,240 per aide) and substitute lists (daily rate $18). The board approved a shared-service placement for a Spanish teacher from Kittatinny Regional High School (annual cost to the district $54,450.20; KRHS as LEA) and a shared preschool instructional coach/intervention specialist (annual Stillwater cost $35,634.75, prorated to start date). The board also approved the district's Chapter 27 Emergency Virtual or Remote Instruction Plan for 2025–26 for submission to the county office.
In finance actions the board approved checks and disbursements for July 22–Aug. 18, 2025 (grand total $516,639.93), authorized purchase orders over $1,000, adopted a revised Purchasing Manual, approved a $35 renewal fee for the Qualified Purchasing Agent license, accepted an SRSA REAP grant award of $33,519 for FY2025, and authorized the submission of ESEA grant applications for FY2026 (Title I, $27,605; Title II, $4,295; Title IV, $10,000).
Board business also included approval of the September 2025 building and use calendar, and the transportation routes and stops for the 2025–26 school year.
During public participation, Kaitlyn Hammerle of Millbrook Road urged the board to add siblings as a priority within the preschool admissions policy; the board later tabled Policy 5111.1 (Preschool Admissions) to allow additional development and consideration of suggested revisions.
At 7:25 p.m. the board entered executive session to discuss legal matters under N.J.S.A. 10:4-12 and 10:4-13; the board returned to public session at 8:01 p.m. and adjourned. The board noted two meet-and-greet events for the incoming superintendent, Dr. Papa, on Aug. 26 at noon and Sept. 4 at 6:00 p.m.
