Windsor Locks Arts Council reviews budget, approves minutes and adjourns

Matt Brown, a council member, reported year-to-date expenses of $3,237.53 and $6,262.47 remaining in the council’s fiscal allotment. He listed recent expenditures including purchases from Amazon, invitations for the Hall of Fame (HOF), and a sponsorship for Luppoleto Brewing. Brown said the HOF/Art Showcase line item is set at $1,500.
The council handled two formal votes. Matt Brown moved "to accept the minutes from the January 15, 2026, Special Meeting." Jessica McKinney seconded the motion, which passed 6–0. Near the end of the meeting, Lisa Caruso moved "to adjourn," a motion seconded by Jessica McKinney; that motion passed 7–0 and the meeting ended at 6:50 p.m.
The council discussed that Parks & Recreation is setting dates for the summer concert series and noted the Arts Council may sponsor the first concert June 30 depending on the final budget. Council members also discussed fundraising and grant applications to support programming and events.
