Fire marshal and chiefs report inspections, NERIS migration and storm response

Windsor Locks — Fire Marshal Michael Sinsigalli told the Board of Fire Commissioners on Feb. 11 that the office completed 40 inspections in January — including 15 annual inspections, one construction inspection, two alarm follow-ups and 20 re‑inspections — and identified 32 violations during annual inspections. He said re‑inspections resulted in 24 violations corrected and that five re‑inspections showed all cited violations corrected. The Fire Marshal reported January revenues of $604 and fiscal‑year revenue totals for FY2026 and the calendar year as presented.
Chief Gary Ruggiero reported 48 alarms and three drills in January and said the department’s total from May 2025 through January 2026 was 375 alarms and 28 drills. The chief noted responses in the TIF district and along I‑91/Route 20, and said the department both provided and received mutual aid. He said the department submitted two limited‑access highway fund claims to the state for reimbursement at $500 per claim.
The department reported that as of Jan. 1, 2026, fire incident reports are recorded in NERIS rather than NFIRS. Ruggiero also said all ladders passed testing on Jan. 7. The board received notice that the town experienced a major snowstorm Jan. 25–26, with about 18 inches of accumulation, high drifts and strong winds; the transcript recorded no requests for additional emergency appropriations tied to the storm.
