Board of Finance temporarily approves Planning & Zoning and ZBA FY27 budgets, holds several requests for follow-up

The Windsor Locks Board of Finance temporarily approved the Planning & Zoning and Zoning Board of Appeals FY27 budgets on Feb. 11, while holding several other department requests for further information.
Planning & Zoning Chair Peggy Sayers and Vice Chair Alan Gannuscio presented their FY27 request; after correcting an advertising figure, the board voted to temporarily approve the department’s $11,931 request (motion by Con O'Leary, second by Sean Twitchell). ZBA Chair Doug Glazier corrected his advertising amount and the board temporarily approved a revised ZBA budget with the advertising line set at $3,600 (motion by Sean Twitchell, second by Dan Flanagan).
Why it matters: The board used “temporary approval” to allow routine operations while staff follow up on questioned line items. Several other budget submissions were paused for clarification, which could delay final FY27 allocations.
What was held: The Board of Assessment Appeals request—submitted in writing because Chair Lori Quagliaroli was absent—was held pending questions about a stipend item. The Registrar of Voters’ request drew questions after Suzanne O’Brien and Jennifer Juszczynski said they were advised to budget the S&W Election line for the possibility of two to three additional referendums; the board asked them to consult the First Selectman before final action. Probate Court Judge Daniel Marra said Windsor Locks is responsible for 20% of the Tobacco Valley Court budget; the board questioned whether a one-time FY26 communications upgrade remained embedded in the FY27 tele/communications line and held the item for investigation.
Actions and next steps: The board’s temporary approvals allow the two planning-related bodies to operate while staff gather clarifications. Other line items will return to the board after follow-up with department chairs and the First Selectman.
The board also approved the Jan. 13 minutes and added an agenda item during the meeting to review previously presented budgets. The meeting adjourned at 8:17 p.m.
