Board hears flood-mitigation and drainage progress; several projects expected in 2025

The Board of Trustees heard a detailed flood-mitigation update focused on drainage and surveying work that the village expects to move into procurement and construction phases in 2025.
Gino, the village public-works official, told the board the surveying at the river confluence was finished by Spinelli and that crews will next complete the Rockland Avenue Bridge survey; he estimated permits and plans could be ready by early spring 2025 and the work put out to bid thereafter. He said the Army Corps has moved conversations "up the chain" and the village expects a multiagency meeting including DEC and county representatives soon.
On specific projects, Gino reported the Florence Street drainage improvement is about 60% complete, with approximately 350 linear feet of new drain pipe installed, two new manholes and two new catch basins; he estimated completion of that contract around Nov. 1 and total final work by mid-November. The Jefferson Avenue hydraulics analysis and report are complete. For the Washingtonville Industrial Drainage Area, phase 1 data collection was nearly finished and an engineering analysis was expected to begin soon with a draft deliverable targeted for late spring and a final report by the end of summer 2025.
Gino also said Con Edison discovered an old gas main that required replacement, delaying removal of utility poles on one project and pushing an anticipated advertisement for bids to late January or early February. He reported the village continues to prepare materials for FMA/home-elevation grant applications but that award announcements were not yet made.
The mayor said he has followed up with the Army Corps and would notify the board when the multiagency meeting is scheduled. The board did not take formal action on the projects at the meeting; staff indicated more substantive updates would come later in the year as consultant deliverables are finalized.
