Assembly authorizes mayor to sign regional fisheries-dialogue resolution in 5–1 vote

The Kodiak Island Borough Assembly authorized Mayor Griffin to become a signer of the Southwest Alaska Municipal Conference (SWAMC) Resolution FY2026-06-01, which calls for fact-based public dialogue on the future of Alaska fisheries and coastal communities.
Manager Williams explained the resolution is intended to endorse process principles — such as science-based management and meaningful involvement of coastal communities — and does not address allocations or technical fisheries management decisions.
Assembly member Mr. Woods said he would vote no, objecting to phrasing in the whereas clauses that he felt could require the borough to weigh or prioritize certain communities or outcomes without clear standards. "Which communities are those and how are we to weigh one against another?" Woods asked, calling some language inappropriate for borough endorsement.
Mr. Whiteside and others said they supported the resolution’s intent and would vote to sign; Mr. Whiteside said he opposed certain language but would support it in principle. Mayor Griffin said the resolution affirms respectful, fact-based dialogue and does not cross into quota or allocation decisions. The motion passed with five members voting yes and one no (Mr. Woods).
