The Kodiak Island Borough Assembly voted to advance an ordinance to rezone part of USS 4871 (Yuzi track C, block one) from R‑1 single-family to PL (public land) to allow government offices and a community tsunami shelter.
Manager Williams said the native village of Uzinki submitted the rezoning application; the property was formerly part of the Uzinki airport, which is no longer in operation. Community Development Director Chris French said the comp plan’s 2008 future land-use designation for the site is no longer valid and the proposed PL district would permit government uses such as offices and a tsunami shelter.
Mr. Ames asked why zoning compliance was not checked before building; French replied that off‑road-system projects sometimes proceed without the same checks and that a zoning-compliance permit will be required as a condition of the subdivision’s final plat.
The motion to advance ordinance FY2027-03 to public hearing passed on roll call. Staff said additional public comment and the zoning-compliance review will occur before final action.
