Dave O’Neil and Andy Mathey described an outreach and planning strategy that includes meeting with state officials and the Franklin Regional Council of Governments (FRCOG), performing landowner outreach and coordinating with neighboring towns such as Heath, Hawley, Colrain, Rowe and Ashfield. They emphasized economic-development potential, citing Kingdom Trails in Vermont as an example that receives about $1.5 million a year in donations and grants and supports roughly $10.3 million in annual economic activity.
The presenters discussed trail‑building standards they would follow and said they are mindful of preventing "amenity traps"—situations where recreational development raises costs or other pressures on small communities. Wilder Sparks raised a fiscal concern that 61A/61B tax classifications could reduce town revenue if certain land‑use changes occur; the presenters and board discussed the need to coordinate with towns and landowners and to pursue available grants.
The Selectboard said it is receptive to the concept and encouraged the presenters to continue outreach and grant planning. The presenters intend to meet with state officials and FRCOG and to consult with neighboring municipalities about support and landowner permissions.
