Council awards $445,731.80 contract for Schnoor Avenue sidewalks

Steve Bettencourt, senior civil engineer with the city engineering department, presented the Schnoor Avenue sidewalk construction project (R-58 CMAC CML 5157-123), describing funding sources (CMAC and RSTP exchange funds), the project scope (sidewalks on both sides of Schnoor between Sunset and University avenues) and the bid review. Bettencourt reported 12 bids were received; the apparent low bidder withdrew under Public Contract Code Section 5103 for an administrative bid error, and a subsequent low bidder was found non-responsive for missing required documentation. Pacific Coast Construction and Land Company submitted the lowest responsive bid at $445,731.80 and met all bidder requirements.
Staff recommended awarding the contract and authorizing a 10% contingency for unforeseen conditions. Bettencourt said a preliminary environmental assessment found the project categorically exempt under CEQA Guidelines section 15301(c) (existing facilities). Council moved to approve the contract award and adopted the exemption; the motion passed unanimously.
The contract award directs Public Works to execute the agreement with Pacific Coast Construction and Land Company for $445,731.80 with an authorized contingency of 10% for unforeseen conditions. Staff noted the project followed standard bid-review procedures including license and bid-security verification and will proceed to contract execution and scheduling.
