Councilors on July 9 approved emergency repairs after borough staff reported a sinkhole and extensive corrosion in an underground storm pipe system.
Streets Supervisor Bob Phillips told the council a camera inspection showed about 50 feet of cement pipe in good condition followed by roughly 90–100 feet of galvanized pipe with the bottom missing; "the camera fell into that and couldn’t be retrieved," he said. A sinkhole approximately 3 feet wide by 8 feet deep appeared in the backyard of 98 East High Street, he said.
Mansfield quoted $14,500 to replace the failed galvanized section with plastic pipe. Councilor Steadman moved to approve the Mansfield repair and Councilor Kerns seconded; the motion carried unanimously. Council later approved, by motion of Councilor Steadman and seconded by Councilor Osborn, up to $6,000 for Mansfield to cut concrete and investigate a second sinkhole in Municipal Lot #1 after staff sought a price and availability check with McLallen Construction.
Borough Manager Cindy Wells and Streets Supervisor Phillips said the borough will coordinate scheduling and oversight of the work. Phillips also noted a recent streambank stabilization project at Bentley Run lost topsoil and seed in subsequent rain and will be restored.
The council’s votes formalize an immediate repair plan; staff will follow up with contractors and report progress at a future meeting.
