The Morristown Regional Planning Commission on Jan. 13 approved a preliminary plat for Serenity Cove Subdivision Phase III, a 13.8‑acre addition on Spout Springs Road proposing 37 lots and 0.33 miles of new private streets. Senior Planner Josh Cole noted the lots would range from about 8,800 to 23,000 square feet, with an average of nearly 13,800 square feet, all above the RD‑1 zoning district minimum of 5,500 square feet.
Staff recommended approval of the preliminary plat and requested a performance bond of $239,790 to secure public improvements. Vice‑Chairman Jack Kennerly moved to approve the plat; Commissioner Alpha Alexander seconded. The commission voted 8–0 in favor.
The approval was for the preliminary plat only; final engineering, construction plans and bond execution will be required before plats are recorded and lots are developed. The commission did not record additional public comment on this item during the meeting.
