Planning commission approves four‑pad campground site plan near Russellville Elementary

The Morristown Regional Planning Commission on Feb. 10 approved a site plan allowing a small campground at 5744 Dodson Ferry Road, a 0.3‑acre parcel inside the city’s Urban Growth Boundary.
Senior Planner Josh Cole presented the request on behalf of Hamblen County and property owner Bobby Davis, saying the A‑1 (Agriculture‑Forestry) zoning permits campgrounds with site‑plan approval. The plan shows four pads for camping and associated parking. Cole noted that, in addition to Planning Commission approval, the campground must receive Tennessee Department of Health approval before opening to the public.
Vice‑Chairman Jack Kennerly moved to approve the UGB site plan; the motion was seconded by Commissioner John Wallace and passed by a 9–0 vote. The county’s staff recommendation supported approval because the plan met all applicable zoning requirements, Cole said.
The commission’s approval advances the applicant to any required state reviews and the building/permitting stage; the minutes did not include a timeline for those next steps.
